Key differences between poverty thresholds and poverty guidelines are outlined in a table under Frequently Asked Questions (FAQs). The poverty guidelines are sometimes loosely referred to as the “federal poverty level” (FPL), but that phrase is ambiguous and should be avoided, especially in situations (e.g., legislative or administrative) where precision is important. The guidelines are a simplification of the poverty thresholds for use for administrative purposes - for instance, determining financial eligibility for certain federal programs. They are issued each year in the Federal Register by the Department of Health and Human Services (HHS). The poverty guidelines are the other version of the federal poverty measure. For an example of how the Census Bureau applies the thresholds to a family’s income to determine its poverty status, see “ How the Census Bureau Measures Poverty” on the Census Bureau’s web site. (In other words, all official poverty population figures are calculated using the poverty thresholds, not the guidelines.) Poverty thresholds since 1973 (and for selected earlier years) and weighted average poverty thresholds since 1959 are available on the Census Bureau’s Web site. The thresholds are used mainly for statistical purpose - for instance, preparing estimates of the number of Americans in poverty each year. They are updated each year by the Census Bureau. The poverty thresholds are the original version of the federal poverty measure. ![]() There are two slightly different versions of the federal poverty measure: ![]() Federal Poverty Guidelines Used to Determine Financial Eligibility for Certain Federal Programs ![]() ![]() ![]() ![]() These puzzles do not require more than one hypothesis by multiple choice.īy hypothesis we mean a supposition about the solution of a square in the absence of any logical reasoning.įor more information see: Main Menu General help. ![]() ![]() ![]() Q: What does “plurality of the votes” mean when there are five seats up for election in a homeowners’ association? (J.Y., via e-mail)Ī: Plurality means that the candidates who get the most votes win, whether they received votes from a majority of those who cast ballots or not. However, given that the Homeowners’ Association Act, Chapter 720, Florida Statutes, provides that members have the right to speak on all “designated items,” posting an agenda is a “best practice” and an agenda should be available at the meeting to confirm what issues owners may address. Interestingly, for homeowners’ associations, while there is a requirement that notice of board meetings generally be posted at a conspicuous place in the community at least 48 hours in advance, there is no requirement that an agenda for the meeting must be posted. While there is no way to go back in time and cure the mistake, the most appropriate cure would be for the association to add the issue on the agenda at the next board meeting and have the board properly address the issue and revote on the motion. It is not suggested that the issue taken up was an emergency, but rather it was just a mistake. Any emergency action so taken must be noticed and ratified at the next regular board meeting. The statute goes on to provide that an item not included on the notice may be taken up on an “emergency” basis by a vote of at least a majority plus one of the board members. The public policy is that if owners know what the board will be voting on, they can decide if they would like to come to the meeting to observe or offer input. The law goes on to say that the posed notice specifically must identify all agenda items. Should the board address this at the next board meeting and vote to undo what they voted on? (S.G., via e-mail)Ī: Section 718 112(2)(c) of the Florida Condominium Act requires that notice of board meetings be posted on the condominium property at least 48 hours in advance (certain notices must be posted and sent to all owners 14 days in advance). ![]() Following the meeting, the board realized that this was an error and there is a question as to how to correct the mistake. It's pretty easy to find premade meal plans online, that have pre-chosen meal recipes and corresponding grocery lists already organized into a convenient, printable form. However, to maximize all the potential benefits of meal planning, the best way to meal plan is to do it formally, by writing out your plan in a calendar or meal planner template (like the free one we have at the bottom of this post!). Whenever you know ahead of time what you’re planning to eat later that week, you are already informally meal planning.įor example, if you know to always keep cereal in stock because that’s what your family eats every morning, that’s technically meal planning. At its core, the basic idea behind meal planning is pretty simple: deciding beforehand what you’re going to eat for the rest of the week. ![]() ![]() When you are listening to stereo headphones or a personal music player, can a person standing next to you hear it too? ![]() ![]() However, note that when the AMPLITUDE of a single sound is doubled, its level rises 6 dB. Thus, two 70 dB cars together measure 73 dB under ideal conditions. When two sound sources of equal intensity or power are measured together, their combined intensity level is 3 dB higher than the level of either separately. ![]() The result of this logarithmic basis for the scale is that increasing a sound intensity by a factor of 10 raises its level by 10 dB increasing it by a factor of 100 raises its level by 20 dB by 1,000, 30 dB and so on. (The physicist Alexander Wood once compared this range from loudest to quietest to the energy received from a 50 watt bulb situated in London, ranging from close by to that received by someone in New York.) See: DYNAMIC RANGE. This entire range of intensities can be expressed on a scale of 120 dB. Thus, the intensity level is the comparison of one intensity to another and may be expressed: Intensity level = 10 log 10 (I 1 /I 0 ) (dB)įor instance, the difference between intensities of 10 -8 watts/m 2 and 10 -4 watts/m 2, an actual difference of 10,000 units, can be expressed as a difference of 4 bels or 40 decibels.īecause of the very large range of SOUND INTENSITY which the ear can accommodate, from the loudest (1 watt/m 2 ) to the quietest (10 -12 watts/m 2 ), it is convenient to express these values as a function of powers of 10. The decibel is defined as one tenth of a bel where one bel represents a difference in level between two intensities I 1, I 0 where one is ten times greater than the other. Meanwhile, if you want to learn more about sound pressure waves, sound intensity, and the decibel scale, here’s a really great article.A unit of a logarithmic scale of power or intensity called the power level or intensity level. Next in the series, we’ll examine frequency and pitch. The logarithmic nature of the decibel scale can be tough to wrap your mind around, but it’s important to your understanding of the nature and extent of both hearing loss and hearing protection. Check out this Noise Thermometer (a PDF file), which shows the range of various sounds on the decibel scale. So, a sound that’s 120 dB-a jet engine, for example-is one trillion times the intensity of the smallest sound a human can hear. It’s mind-boggling how quickly the logarithmic scale of decibels goes up from there: 0 dBīasically, for every 10 dB increase, we’re adding a zero to the amount of intensity versus the threshold of hearing. Zero on the decibel scale is the “threshold of human hearing”: it’s the least intense sound a human can detect. To see what this looks like, we need to know where we’re starting. Here, going 10 units up the scale increases the previous number by a factor of 10, not by 10 units. Easy enough, right? However, a logarithmic scale is very different. If you start at zero centimeters and add 10, you’re at 10 centimeters start at 10 centimeters, add 10 more, and you’re at 20 centimeters. Think of a linear scale as a tape measure: going 10 units up the scale gets you 10 units more than where you started. (The Richter scale of earthquake intensity is another example of a logarithmic scale.) We measure sound intensity on a logarithmic base 10 scale, which proceeds in multiples of 10, rather than on a linear scale. Human ears can detect an incredibly wide range of sounds. You’ve certainly heard the word “decibel” more than once but do you know how the decibel scale works? Understanding the decibel scale will give you insight into the degrees of hearing loss, and help when it comes to hearing protection. ![]() Our Hearing Protection Series of blog posts takes an in-depth look at hearing protection. With regard to autism during childhood, ICD-11 places less emphasis on the type of play that children partake in, since this may vary depending on the country or culture. The ICD-11 also includes the loss of previously acquired competences as a characteristic to be taken into account when making a diagnosis. The DSM-5, for its part, only states that autism and intellectual disability can occur simultaneously. For example, the ICD-11’s classification provides detailed guidelines for distinguishing between autism with and without an intellectual disability. However, the ICD-11 and the DSM-5 do vary in a number of ways. Both classifications also point to the importance of examining unusual sensory sensitivities, which is common among people on the autism spectrum. It thus removes a third characteristic listed in the previous edition of the ICD, related to language problems. With regards to the described characteristics of autism, the ICD-11 also includes the same two categories as the DSM-5: difficulties in interaction and social communication on the one hand, and restricted interests and repetitive behaviours on the other. This is to say that it includes Asperger’s Syndrome, Childhood Disintegrative Disorder and certain other generalised developmental disorders, within the category of ‘Autism’. The ICD-11 updates the diagnostic criteria for autism, and is now more in line the DSM-5 (Diagnostic and Statistical Manual of Mental Disorders) published in 2013 by the American Psychiatric Association. What has changed in the ICD’s classification of autism? ICD-11 will be presented at the World Health Assembly in May 2019 for adoption by Member States, and will come into effect on 1 January 2022. The ICD team in WHO headquarters received over 10 000 proposals for revisions. They have joined collaborative meetings and submitted proposals. There has been unprecedented involvement of health care workers in the elaboration of this 11th edition of the ICD. The ICD-11 is the result of ten years of work and replaces the previous classification, published 28 years ago, with the intention of offering an updated view of the different health and disease conditions. To do this, the diagnostic terms are converted into around 55 000 unique alphanumeric codes. ![]() The ICD catalogues different pathologies and conditions in order to provide a common language to inform and control their development, as well as comparing and sharing data following standard criteria between hospitals, regions and countries in different time periods.
